At SilverSummit, we understand that it is incumbent upon us to support our state through financial investments in organizations that serve the community. The SilverSummit Community Investment Program does just that.

New in 2024 
Supporting Rural Nevadans: Rural Investment Program

SilverSummit announces a special investment period only for organizations serving rural Nevada. Qualified organizations serving residents in: Humboldt, Pershing, Churchill, Esmeralda, Mineral, Lyon, Douglas, Carson City, Storey, Elko, Lander, Eureka, White Pine, Nye, Lincoln, and rural Washoe, i.e. Gerlach, and rural Clark County, i.e. Boulder City. Funding given in this Special Rural Investment program must specifically target rural residents. It may not be used to serve residents in urban Washoe and Clark counties. SilverSummit Investments can benefit all residents within the rural areas.

Eligibility Requirements 

Applicants must legally operate a Nevada based 501(C)(3) organization, or be an educational institution, municipality, or a Nevada Medicaid provider serving rural Nevada. Qualified organizations serving the following counties are eligible to apply: Humboldt, Pershing, Churchill, Esmeralda, Mineral, Lyon, Douglas, Carson City, Storey, Elko, Lander, Eureka, White Pine, Nye, Lincoln, and rural Washoe, i.e. Gerlach, and rural Clark County, i.e. Boulder City. Funding given in this Special Rural Investment Program must specifically target rural residents. It may not be used to serve residents in urban Washoe and Clark counties. The organization does not need to have an office/headquarters in rural Nevada, but all funding must be allocated to serving rural residents. SilverSummit Investments can benefit all residents within the rural areas.

Please note: SilverSummit does not currently provide managed Medicaid services in these areas so there will not likely be SilverSummit Members to engage.

SilverSummit Healthplan will not consider Investments for:

• Individuals

• Non-Nevada Medicaid Provider For-Profit Organizations, including start-ups

• Political action committees, candidates, causes or lobbying

• Labor, alumni, or fraternal groups

• Medicaid providers currently under SIU investigation

• Funding programs/services outside of Nevada

Investment Priorities

INCREASING ACCESS TO HEALTH CARE SERVICES, FOR EXAMPLE:

• Expanding Fellowships and Residency programs that serve the rural areas

• Expanding provider capacity, including but not limited to the recruitment of new providers and building capacity to expand provider reach for:
  - Community-based mental health services
  - Mobile and virtual care expansion
  - Substance Use Disorder treatment services

• Project ECHO

SUPPORT FOR SERVING RESIDENTS EXPERIENCING HOMELESSNESS OR HOUSING INSECURITY, FOR EXAMPLE:

• Shelters
  

• Sober living housing
  

• Rental assistance

SUPPORT FOR JUSTICE INVOLVED COMMUNITY RE-ENTRY PROGRAMS PROVIDING A COMPREHENSIVE APPROACH, FOR EXAMPLE:

• Workforce Training

• Life Skills Development

• Transitional Housing

• Substance Use Disorder Residential Treatment

IMPROVING MATERNAL/CHILD HEALTH OUTCOMES, FOR EXAMPLE:

• Improve maternal and child health outcomes for women and babies

• Increase services directly targeting pregnant women with Substance Use Disorder

• Increasing diversified Doula and Midwifery workforce

PROGRAMS/INITIATIVES/TECHNOLOGY TO INCREASE ACCESS AND UTLIZATION OF PREVENTATIVE CARE SERVICES

YOUTH RECREATION AND PREVENTION OF AT-RISK BEHAVIOR

NUTRITION EDUCATION AND REDUCING FOOD INSECURITY

Proposal Evaluation

SilverSummit has established a Community Investment Program Selection Committee comprised of SilverSummit staff and rural Nevada liaisons. 

The Selection Committee consistently scores each proposal based on the following criteria:

1. Applicant is eligible to apply

2. Applicant answers each question with clear, simple and plain language

3. All technical requirements have been met

4. Cultural Competency

• Program approach meets culturally competent standards
• Program materials and services provided in the language of the individuals who will be served

5. Outcomes Orientated

• Applicant clearly demonstrates ability to collect metrics and measure outcomes
• Applicant demonstrated previous outcomes achieved

Proposal Technical Requirements

Organizations must submit one digital PDF proposal to communitysolutions@silversummithealthplan.com

Proposals should provide a straightforward, concise delineation of capabilities to satisfy the requirements of the SilverSummit Community Investment Program. Expensive color displays, promotional materials, etc., are not necessary or desired. 

Technical Requirements:

• Proposal should not exceed five (5) pages, excluding the Budget Template. Charts, tables, and graphics are not included in page count.
   - One-inch margins
   - 12-point Calibri font (smaller font is permissible for charts, tables, and graphics)
   - Single line spacing within a paragraph and one blank line between paragraphs
   - A header and/or footer on every page with Applicant name and page number
• The first page of the proposal should be the Application Face Sheet (PDF)
